The Clarity Act had exactly three days to pass the Senate before summer recess. It did not. Analyst Levi Rietveld watched the math collapse in real time, and now XRP, XLM and HBAR traders are bracing for a rougher road ahead as near-term pressure mounts from unexpected angles.
The bill needed 60 votes. Republicans had 53 locked in. Democrats, though, were never coming along for the ride. Rietveld called the social media cheerleading around passage "nothing short of insanity," a gap between what people were saying on Twitter and what was actually happening on Capitol Hill. The disagreement cuts deeper than partisan scorecards. Supporters of the bill want stablecoins to breathe, looser market rules and users holding their own keys. Opponents are pushing hard the other way, favoring tighter oversight and central bank digital currencies instead.
Why the macro picture matters more than the headline
Here is where Rietveld's argument gets interesting. Investors have been treating regulatory risk and market risk as one problem. They are two separate ones. A Federal Reserve rate hike could hammer XRP, XLM and HBAR in the next few months regardless of what Congress does. Add oil-related inflation and geopolitical uncertainty to that, and the short-term landscape looks messy. But the long-term institutional adoption case for these assets does not vanish because a summer recess killed one bill.
"We do not need the Clarity Act to pass," Rietveld said. Regulatory clarity can still emerge through other channels. Agencies have room to write rules without Congress moving. The SEC, CFTC and other bodies can still sketch out the road map that markets are waiting for.
The bill's failure is not the end of the story
Delaying the vote until after recess does not mean the legislation is dead. It means the path just got steeper. Rietveld's pessimism on immediate prospects is clear. But he stopped short of calling it a permanent loss. The crypto industry has survived worse regulatory setbacks and kept building. The question now is whether traders can separate the noise from the signal, and whether they can hold positions through the volatility that a macro shock could trigger.
The real test for XRP, XLM and HBAR will come if the Fed actually moves. That is when the short-term pain hits hardest. Institutional money has been patient so far. But patience wears thin when rate hikes are on the table and geopolitical risk is climbing.
