The holdup centers on ethics provisions. Multiple Democrats won't budge without tighter restrictions on how elected officials can hold crypto assets. The White House, meanwhile, has gone silent on a revised bipartisan ethics proposal that Senators Thom Tillis and Ruben Gallego submitted last week. That radio silence is eating into the window for any deal before the August break.

Thune told reporters he expects a vote on market structure legislation but hedged on whether the votes actually exist. Three knots remain untied: ethics language, the Blockchain Regulatory Certainty Act, and language from the Senate Agriculture Committee's section. Each one is a potential deal-breaker.
