Illia Polosukhin dropped a proposal Monday. The NEAR co-founder wants the network to create a sovereign fund holding roughly 30 million NEAR tokens, worth $53 million at current prices.
The fund would earn yield. Some of that income flows back into network security, validator support, and public goods.
Polosukhin posted the idea to NEAR's governance forum and opened a two-week window for community feedback. He was explicit about keeping this collaborative. "This is very much a proposal and not a mandate," he wrote. "I believe our ecosystem belongs to all of us and is not truly resilient or decentralized if the founder is calling all the shots."
The timing lines up with NEAR entering its sixth year on Mainnet. Polosukhin framed the first five years as a bootstrapping phase. What's changed. Inflation dropped by half in late 2025. The network flipped on a fee switch that redirects NEAR Intents revenue to token buybacks. AI inference services now generate protocol revenue.
The treasury would pull from NEAR's existing protocol fund and accumulated protocol revenue. Validator Support Program funding and MPC provider support would come from a portion of the yield. Token holders voting through House of Stake, plus validators, get a say before anything launches.
