Cloudflare flipped the switch on machine-to-machine payments this week. The infrastructure company launched Wallets and cloudflare.pay, handing software agents that run on its network the ability to hold stablecoins and buy things on their own, no human approval needed. An agent can now pay for an API call or a paywalled document in a single transaction, signing off the payment directly from its balance.
The move completes a two-sided market Cloudflare has been building since July, when it first shipped seller-side tools. Now agents have both the means to request things and the wallet to pay for them. What looks simple on the surface runs on x402, an open payment protocol Coinbase designed and Cloudflare has supported since the two founded the x402 foundation in September 2025.
How HTTP 402 became a payment channel
x402 does something quietly clever. It revives HTTP 402, a "Payment Required" status code that languished unused in web specs for about thirty years. When an agent requests something priced, the server responds with a 402 and the amount. The agent signs a stablecoin payment from its wallet, attaches proof, and receives the data in the same exchange. No account setup, no API key passed to a human, no subscription friction.
Cloudflare's wallet structure splits into two layers. Account Wallets belong to the person or company funding them with stablecoins, typically USDC. Virtual Wallets branch off those Account Wallets through API keys, each assigned to individual agents with its own spending limits. On top sits cloudflare.pay, an identity resolver that converts long cryptographic addresses into readable names like research.example.cloudflare.pay. This lets merchants verify which human operator stands behind the bot before shipping anything.
The Washington backdrop matters here. The CLARITY Act, which would make this type of stablecoin arrangement unambiguously legal, sits in the Senate queue facing a vote unlikely to pass before the chamber recesses. For now, only handle reservations on cloudflare.pay are live while Cloudflare opens up funding and agent transactions in coming weeks.
