Citadel Mining just crossed 7,000 bitcoins accumulated since 2022 through Abu Dhabi operations. Meanwhile, Mubadala pumped another 16% into its BlackRock Bitcoin ETF stake, landing at 14.7 million shares in the first quarter of 2026. The money isn't theoretical anymore. It's moving.
Abu Dhabi's Financial Services Regulatory Authority licensed virtual asset activity back in 2018, setting up shop inside the Abu Dhabi Global Market a financial free zone running on English common law with its own courts. That head start matters. While other jurisdictions were still drafting rules on napkins, Abu Dhabi's rulebook was already binding.
The framework isn't a free-for-all. Only assets labeled "Accepted Virtual Assets" flow through regulated products. Privacy tokens and algorithmic stablecoins get blocked outright. Firms need explicit Financial Services Permission before they touch any customer money. Capital requirements shift based on business size and type. Startups get sandbox access a supervised test track before going live.
The Concrete Approvals
Binance holds the clearest proof this works. The exchange wrapped up full ADGM approvals for trading, clearing, and brokerage through separate Nest-branded entities. Galaxy Digital opened an office there. BNY Mellon is building toward regulated bitcoin and ethereum custody with local partners. Circle and other stablecoin firms grabbed their own licenses. The FSRA also recognized Tether's USDT as an accepted asset for licensed platforms a move that matters more than it sounds, since stablecoin rails now run through a formal Fiat-Referenced Token framework that took fuller effect in 2026.
Then there's the tax picture. Qualifying income inside the zones carries 0% corporate tax. Individuals dodge personal income and capital gains taxes. Foreign founders can own companies outright without local partners. Golden Visas let executives and skilled workers actually relocate, not just commute. That combination clear rules plus zero tax plus visa flexibility moves capital differently than regulation alone.
The FSRA's stablecoin framework and farm-mining rules will keep shaping Abu Dhabi Global Market growth through 2026 and beyond. Money doesn't just follow clarity. It follows clarity plus tax incentives plus regulatory stability. Abu Dhabi built all three.
