President Trump personally stepped in to resolve the deadlock over the CLARITY Act, meeting Republican senators in the Oval Office and approving new ethics language aimed at breaking months of stalled negotiations. Despite this direct intervention, the Senate Majority Leader soon indicated the bill likely won’t pass before the August recess.
On July 16, Trump gathered several Republican senators including Cynthia Lummis and Thom Tillis, alongside White House crypto adviser Patrick Witt and Acting Attorney General Todd Blanche. The meeting focused solely on resolving the impasse around an ethics provision that had blocked progress.
Within days, Trump signed off on a revised draft that introduced explicit restrictions preventing sitting presidents, vice presidents, members of Congress, federal judges, and other officials from profiting from or sponsoring digital assets while in office. This change appeared to align with the Democrats’ demands for ethical safeguards.
Democrats Reject Ethics Deal Over Scope and Durability
However, the Democratic response was swift and harsh. Senator Ruben Gallego dismissed the Republican proposal as insufficient, arguing it lacked seriousness and failed to meet the standards required for a deal. He announced ongoing talks with Tillis and other Republicans to craft a counterproposal, signalling the dispute is far from over.
The core disagreement hinges on the breadth and permanence of the ethics restrictions. Democrats seek strong, lasting limits on officials’ crypto-related business interests, while Republicans have put forward narrower and potentially temporary measures. Both sides have taken firm stands, and no breakthrough has emerged.
