Still, no firm date has been set due to ongoing disagreements on key issues like enforcement authority, decentralized finance regulations, anti-money laundering requirements, and stablecoin rules.

Former Defense Secretary Mark Esper, who joined Coinbase’s Global Advisory Council in 2023, elevated the urgency by calling the CLARITY Act a national security imperative. He warned this week might be the last real chance to enact the bill before Congress departs for August recess. Supporters argue the legislation would bolster national security by bringing clarity to digital asset oversight.
