OpenAI and Anthropic have joined forces in Washington to push a federal review system that would grant government agencies up to 30 days of access to advanced AI models before these tools are released more widely. This collaborative move comes amid fierce competition between the two companies for customers, funding, and technological edge.

Federal Framework to Cover Industry Giants

The proposed review process, mandated by a June executive order, is set to be established by August 1. It aims to create consistent standards for all developers of frontier AI models, including Meta and Elon Musk’s xAI, not just those already cooperating with federal authorities. Models that meet the “covered frontier model” criteria would undergo an evaluation period allowing the government to assess potential cybersecurity and national security risks.

Balancing Innovation and Regulation

While OpenAI and Anthropic advocate for clear, industry-wide rules, other tech leaders like Nvidia, Meta, and Microsoft have expressed concerns about broad restrictions on open-weight AI models, warning that heavy-handed controls could stifle innovation. Both OpenAI and Anthropic remain tight-lipped on the exact framework details they seek, but their rare policy alignment shows the growing importance of regulatory oversight in AI development.

This federal review initiative follows President Donald Trump’s Executive Order 14409, which directs agencies such as the National Security Agency and the Cybersecurity and Infrastructure Security Agency to define when an AI model requires additional scrutiny. Developers would then have the option to submit their models for this voluntary 30-day evaluation before releasing them to other approved partners.
