Passed by the House in July 2025 and approved by the Senate Banking Committee the following May, the Clarity Act seeks to create clear guidelines for digital assets in the U.S. It divides regulatory duties between two agencies: the Securities and Exchange Commission, which manages securities, and the Commodity Futures Trading Commission, responsible for futures and commodities markets. The bill is now debated in final Senate negotiations.
Lummis emphasized that Trump's backing for stronger oversight improves the bill's odds of becoming law this year.
