The Central Bank of Russia has revealed fresh draft regulations targeting cryptocurrency exchanges and digital-asset custodians ahead of the official launch of the country’s regulated crypto market in September. These rules are designed to build on the recently passed "On Digital Currency and Digital Rights" law, providing more detailed operational frameworks for key players in the crypto ecosystem.
According to the Bank of Russia, the proposed guidelines set the stage for orderly digital currency trading and registration requirements. Each crypto exchange will have the autonomy to establish its own trading rules, including how they determine market values and weighted average prices for the cryptocurrencies they handle. This approach aims to introduce flexibility while ensuring transparency and compliance.
In addition to exchanges, the regulations specify criteria for digital depositories entities responsible for maintaining records of cryptocurrency holdings and transactions. These depositories must meet minimum capital standards, which the Central Bank states is essential for safeguarding users’ assets and fostering trust in the nascent market.
As Moscow moves to formalize its cryptocurrency sector, this regulatory framework marks a significant step toward integrating digital assets into the traditional financial system. The new rules arrive amid a global regulatory push and follow developments such as tougher crypto compliance in Europe.
