Russian authorities have taken the extraordinary step of issuing an international arrest warrant for Pavel Durov, the founder of Telegram, accusing his platform of facilitating terrorist activities. The Federal Security Service (FSB) alleges that Telegram has allowed channels, chats, and bots tied to Ukrainian intelligence and extremist groups to operate unchecked, enabling sabotage, terrorism, and cyber-fraud across Russia.
According to the FSB, these Telegram-based operations have resulted in significant human casualties and caused billions in material losses. One of the more unusual claims involves a Telegram dating chatbot, which Russian officials say Ukrainian forces used to recruit Russians for sabotage missions. So far, Russia claims it has detained 46 individuals connected to the chatbot.
Telegram’s reaction was defiant. Their official X account posted a provocative photo of Durov flashing a middle finger, signaling open resistance to Russia’s charges. This move comes amid escalating tensions between the messaging giant and Moscow, which fined Telegram roughly $1.26 million earlier this year for refusing to remove banned content.
Durov’s problems with law enforcement are hardly new. In 2024, he was arrested in France on allegations tied to criminal uses of Telegram, including fraud and money laundering, before returning to Dubai where he holds citizenship. That same year, he claimed to have been poisoned under mysterious circumstances after refusing Russian demands to hand over encryption keys, which led Russia to ban Telegram.
These developments unfold against a backdrop of growing international scrutiny of encrypted messaging platforms and their role in global security. Russian President Vladimir Putin previously criticized Durov’s arrest by France, suggesting concerns over Telegram’s use by harmful actors. Meanwhile, Telegram has reportedly shared information on over 2,000 users with U.S. authorities in 2024, adding complexity to its image as a privacy-focused service.
The arrest warrant for the Telegram founder marks a dramatic escalation in Russia’s efforts to control online platforms it sees as threats. How this will affect Telegram’s operations and Durov’s legal standing remains uncertain.
