These firms, including BlackRock, Charles Schwab, Fidelity, Goldman Sachs, and Grayscale, together oversee close to $50 trillion in assets, dwarfing the current global crypto market cap of about $2.3 trillion.

Separate Endorsements Reflect Diverse Industry Stakes

Unlike a coordinated industry campaign, each company has expressed support through its own lens. Fidelity's public policy team highlighted that clear federal rules would boost investor confidence and maintain U.S. competitiveness in digital assets. Goldman Sachs’ CEO David Solomon called the bill a necessary step toward market stability despite some reservations about its details.

Grayscale described the legislation as essential for solidifying legal grounds for developers and regulated intermediaries in the crypto sector. Charles Schwab’s strategist, Jim Ferraioli, pointed to the act as a key driver for Bitcoin’s acceptance among institutions. BlackRock’s research framed the bill as a vital component in shaping regulatory frameworks for tokenized assets.

The firms’ endorsements span sectors like exchange-traded products, custody solutions, brokerage services, and tokenization infrastructure, reflecting their varied commercial interests. Their collective yet separate backing indicates a shared priority for clearer rules, not a unified lobbying effort.

Regulatory Outlook and Senate Vote on the Horizon

The House passed H.R. 3633 with a 294-134 vote last year. The Senate now faces a deadline to clear the bill, which mandates dividing crypto oversight between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), alongside enhanced anti-money laundering regulations. However, overcoming the Senate’s 60-vote threshold remains uncertain as disputes over stablecoin regulation and jurisdiction persist.
