Hong Kong’s banking regulator scored itself just 2.3 out of 10 on quantum security readiness, revealing a pressing need for a seismic upgrade before 2030. On July 27, the Hong Kong Monetary Authority (HKMA) rolled out its first Quantum Preparedness whitepaper, mapping out steps to safeguard the city’s banking system from looming quantum threats.

The HKMA introduced a Quantum Preparedness Index (QPI) in the report to quantify the current resilience of Hong Kong's financial institutions against quantum computing attacks. The aim is clear: climb from the modest 2.3 score to a flawless 10 within four years, signaling a complete shift to post-quantum cryptography (PQC) to protect assets worth trillions.

Quantum security in the age of tokenized finance

This push aligns with the wider Fintech 2030 strategy under the HKMA’s DART framework, which includes over 40 efforts focused on enhancing data infrastructure and cyber resilience. As the financial sector rapidly embraces blockchain innovations, the urgency grows. HKMA’s sandbox initiative, Project Ensemble, entered a live pilot phase named Ensemble TX in November 2025, enabling tokenized deposits and real-world asset settlements with heavyweight participants like HSBC and BlackRock.

Tokenization’s dependence on cryptographic signatures means quantum computers capable of cracking these protections could unravel the entire foundation of digital finance. The HKMA is proactively co-developing PQC toolkits and conducting training with the Hong Kong University of Science and Technology to equip banks for this transition.
