Fidelity Investments, managing $7.1 trillion in assets, has urged the U.S. Senate to pass the CLARITY Act to create a unified regulatory framework for digital assets. The call reflects Fidelity’s growing role in the crypto market and the importance of clear rules for investor confidence and market stability.
On July 24, Fidelity Public Policy highlighted the need for full federal legislation on X, emphasizing that consistent regulations would help maintain the United States’ competitive edge in the global digital economy. The company’s vast footprint spans retail, institutional, and workplace investment platforms, giving its stance significant weight beyond typical crypto advocacy groups.
Alongside Fidelity, the advocacy group Stand With Crypto has also pressed for the bill’s passage, noting that businesses and investors demand predictable standards before increasing their commitments to U.S. crypto markets. The Coinbase-backed group recently mobilized nearly one million contacts in support of the Senate’s action, underscoring mounting pressure on lawmakers. Goldman Sachs CEO David Solomon has joined the chorus of support, signaling broader institutional backing outside the crypto-native sector.
What the CLARITY Act Aims to Address
The Senate’s ongoing negotiations focus on unsettled issues such as ethics rules, stablecoin reward structures, and how regulatory authority is divided between the Securities and Exchange Commission and the Commodity Futures Trading Commission. According to the Senate Banking Committee’s overview, the legislation would set disclosure mandates, preserve anti-fraud powers, and clarify agency roles in digital asset oversight.
Fidelity’s involvement in cryptocurrency services for both retail and institutional clients makes its endorsement particularly impactful. The bill’s passage could bring much-needed clarity, reducing legal uncertainty that currently hampers innovation and investment in the sector.
