Jackson Miake has stepped into the role of Commissioner of Stablecoins for Vanuatu, starting a contract position with the Ministry of Finance and Economic Management in July 2026. Prior to this appointment, Miake spent the first half of 2026 as Governance Risk and Compliance Specialist at Exness.
Vanuatu's Stablecoin Supervision Framework
In 2025, Vanuatu's Parliament enacted the Stablecoins Bill, creating a regulatory framework that includes the establishment of a Stablecoin Supervisory Commission (SSC). This body oversees licensing issuers, enforcing reserve requirements, mandating disclosures, and monitoring regulatory compliance.
The legislation mandates that the SSC appoints a Commissioner for a five-year term, with the possibility of one renewal. The selection process must be merit-based and transparent. Candidates need at least five years in senior management roles pertinent to the Commissioner's duties, which span organizing SSC meetings, managing agendas and minutes, coordinating policy implementation, securing resources, and drafting strategic plans. The Commissioner also provides secretarial support to the SSC.
Jackson Miake's Background and Appointment Details
Before joining Exness, Miake accumulated experience as ICT Policy Manager at Vanuatu’s Department of Communications & Digital Transformation from 2012 to 2018, where he shaped ICT and telecom policies. He also completed a Team Leader internship in Security Operations at the Australian Cyber Security Aide Centre in late 2025. Academically, he holds a Bachelor of Science in Computer Science from Massey University and was engaged in cybersecurity studies at Western Sydney University as of April 2025.
Despite his prominent new role, official statements from the Ministry, the Vanuatu Financial Services Commission, or the SSC clarifying the appointment process and compliance with eligibility criteria have not been publicly released. His swift transition from Exness to this high-level government position raises questions about the vetting and transparency of the selection process.
