Samara Cohen, Blackrock’s Senior Managing Director and Global Head of Market Development, called the bill "an important step toward establishing a regulatory framework for digital assets that puts investors first." She emphasized that the act would steer the United States into a new phase of market regulation by encouraging innovation while safeguarding transparency and investor protections.
This endorsement adds to a growing chorus from major financial players backing the bill. Fidelity recently urged Senate approval, Goldman Sachs CEO David Solomon has shown his support, and Charles Schwab noted the legislation could boost digital asset adoption, further strengthening Wall Street’s push for clearer crypto rules.
Meanwhile, the Senate is racing against a crowded legislative calendar to pass the bill. Updated text combining work from the Senate Banking and Agriculture committees was released last week, with leaders describing the coming weeks as the best chance in years to enact full digital asset regulation. Senate Majority Leader John Thune warned that work on the bill might extend beyond the August recess due to time constraints and procedural hurdles. Since most legislation requires 60 votes to move forward and Republicans hold a 53-47 majority, bipartisan support is critical. Some analysts have lowered the chances of passage this year to about 30%, reflecting these challenges.
Pressure is mounting not only from financial institutions but also from crypto advocates. Stand With Crypto highlighted nearly one million constituent contacts to Congress, aiming to push lawmakers to act swiftly before the legislative window closes.
